Pragyan Bharati Scheme 2026
The Pragyan Bharati Scheme is a flagship initiative of the Government of Assam, launched in 2020 to encourage meritorious students to pursue higher education. Initially, the scheme provided electric or petrol scooters to girl students who secured First Division in the Higher Secondary (HS) Final Examination.
From 2025 onwards, the Government of Assam revised the scheme, and all students (boys and girls) securing 80% or more marks in the Higher Secondary Final Examination conducted by the Assam State School Education Board (ASSEB) became eligible for the award. The benefit is provided under the Dr. Bani Kanta Kakati Merit Award of the Pragyan Bharati Scheme.
For the 2026 session, the online application process will remain open from 29th July 2026 to 21st August 2026.

Objectives of Assam Scooty Scheme
The objectives of the Pragyan Bharati Scooty Scheme are as follows:
- To foster a sense of competitiveness and encourage students to perform better in their studies.
- To motivate students to pursue higher education.
- To improve students’ mobility for easier access to higher education.
- To enhance the Gross Enrollment Ratio (GER) in the State of Assam.
Eligibility Criteria for Assam Scooty Scheme 2026
Candidates must satisfy the following eligibility conditions to receive benefits under the Dr. Bani Kanta Kakati Merit Award.
Residency
Applicants must be permanent residents of Assam.
Qualifying Examination
Students must have secured 80% or more marks in the Higher Secondary Final Examination 2026 conducted by the Assam State School Education Board (ASSEB).
Other Eligibility Conditions
- Students belonging to the Betterment or Reappearance category are not eligible.
- Students admitted to institutions outside Assam are also eligible, provided they possess a valid Permanent Resident Certificate (PRC) of Assam.

The Directorate of Higher Education (DHE), Assam will publish the list of eligible beneficiaries for the Pragyan Bharati Scooty Scheme 2026.

Distribution Process of Dr. Bani Kanta Kakati Merit Award
The distribution process of scooters under the Dr. Bani Kanta Kakati Merit Award is as follows:
- The list of students securing 80% or above marks will be collected from the Assam State School Education Board (ASSEB).
- The list of eligible beneficiaries will be uploaded on the Directorate of Higher Education website.
- Eligible students will submit the online application form.
- The Director of Higher Education will notify the list of Nodal Principals for smooth distribution of scooters.
- Nodal Principals will collect the Appreciation Certificates from DHE.
- Eligible students will collect the Appreciation Certificate from the concerned Nodal Principal and submit it to the allotted dealer.
- The Government will provide the amount for Scooter Registration and Insurance to the Nodal Principals.
- After verification, the amount will be released to the concerned dealer.
- Students will collect the scooter from the allotted dealer.
- Students are not required to pay any amount towards registration and insurance.
- A Helmet will be provided free of cost along with the scooter.
- The Government will not bear the cost of any additional accessories.
- In case of the untimely demise of a beneficiary, the legal guardian may or may not choose to collect the scooter.
- Beneficiaries of the Dr. Bani Kanta Kakati Merit Award under the Pragyan Bharati Scheme will not be eligible for the Nijut Moina Scheme. However, a girl beneficiary who opts out of receiving the scooter may apply for the Nijut Moina Scheme.

Discontinuation of Free Scooty Scheme
The Government of Assam, in the Budget 2026–27, proposed to discontinue the distribution of scooters to meritorious students from the next academic year.
According to the Budget announcement, around 18,000 students will receive benefits under the Dr. Bani Kanta Kakati Merit Award for the current year. The resources available after discontinuation of the scooter distribution scheme will be utilised for strengthening and expanding the Nijut Moina Scheme and Nijut Babu Scheme.
